CONSTITUTION
OF THE
TAIWAN MISSIONARY FELLOWSHIP

 

Recognizing the common faith, purpose, and interests that link us together as laborers for God in Taiwan, we feel it is fitting to express our unity through an organized fellowship.

 

 

I. NAME

 

 

The name shall be TAIWAN MISSIONARY FELLOWSHIP.

 

 

II. PURPOSE

 

 

A. The organization shall offer opportunities for cooperation in helping solve common problems. It shall encourage projects such as education of missionaries’ children, Christian literature, and inter-mission prayer meetings.

B. It shall sponsor an annual missionary conference and other joint conferences, retreats and meetings.

C. It shall sponsor the cooperative publication of the TMF Magazine.

D. It shall sponsor the cooperative caregiving ministry of the Center for Counseling and Growth.

 

 

III. NATURE

 

 

This organization, while primarily a loosely formed Christian fellowship, shall serve all willing groups or individuals in carrying out cooperative efforts.

 

 

IV. STATEMENT OF FAITH

 

 

Members of the Fellowship affirm their belief in:  

 

A. The divine inspiration and consequent authority of the whole canonical Scriptures which is limited to the sixty-six books of the Holy Bible alone.

B. The Trinity, one God, revealing Himself in three Persons, Father, Son, and Holy Spirit.

C. The doctrine of the deity of our Lord Jesus Christ, His virgin birth, His sinless life, His miracles, His vicarious and atoning death through His shed blood, His bodily resurrection, His ascension to the right hand of the Father, and His personal return in power and glory.

D. The fall of man, his consequent moral depravity, and his need for regeneration.

E. The atonement through the substitutionary death of Christ.

F. The justification of sinners by faith in Christ alone.

G. The ministry of the Holy Spirit by Whose indwelling, the Christian is enabled to live a holy life.

H. The resurrection of the body, both in the case of the just and the unjust; and

I. The eternal life of the saved, and the eternal punishment of the lost.


 

 

V. MEMBERSHIP

A. VOTING MEMBERS

Those missionaries working in Taiwan who hold an evangelical Christian faith, who are supportive of the above purpose, who agree with the intended meaning as determined by the Administrative Committee and have signed the Taiwan Missionary Fellowship STATEMENT OF FAITH, who have applied and been accepted as members at an annual business meeting of the Taiwan Missionary Fellowship, and who have paid their annual dues, are VOTING MEMBERS.

  

 

B. LIFETIME HONORARY MEMBER

A former voting member of TMF who is supportive of the above purposes may join the Fellowship as a Lifetime Honorary Member if they meet all three of the following eligibility requirements.

 

1. A former voting member of TMF who has served in Taiwan for more than 10 years, and
2. Those who are 62 years of age or older, and
3. Those who are officially retired.

 

 

 

C. ASSOCIATE MEMBERS

People who hold an evangelical Christian faith, sign the statement of faith and who are supportive of the above purpose, may apply to join this Fellowship as associate members by signing the statement of faith and recording their names with the Treasurer and paying their annual dues. Associate members shall have no voting privilege.

 

 

D. ACCEPTANCE OF MEMBERS

At the Taiwan Missionary Fellowship business meeting, the Secretary will read the names of new applicants presenting them for official acceptance.

 

 

E. APPROVED MISSION GROUPS

Those mission groups whose official statement of faith exhibits sufficient congruence with TMF’s Statement of Faith, as determined by acceptance of both the Administrative Committee and the Field Leaders’ Committee.

 

 

F.PAYMENT OF DUES

Dues are payable at the beginning of the annual conference or at any time during the year.

 


 

 

VI. ORGANIZATION

  A.STRUCTURE

 

 

 

1. ANNUAL BUSINESS MEETING

The Annual Business Meeting shall be arranged and prepared for all members of TMF at its annual conference.

 

 

2. ADMINISTRATIVE COMMITTEE

This Committee shall be responsible for carrying on the business of TMF between the annual business meetings. It shall give support to the Conference Chairman in planning the Annual Conference when needed and in carrying out other functions of TMF. They shall serve as the Board of Directors.

 

3. FIELD LEADERS COMMITTEE

The Field Leaders Committee shall be made up of the Leader of each of the missionary groups. (they must be a TMF voting member) They shall also choose three members to represent them as the Supervisory Board.

 

 

 

B.MEETINGS

 

 

 

1. The regular business meeting of this Fellowship shall be held each year at the time and place of its Annual Conference.

 

2. If deemed necessary by the AdministrativeCommittee or the Field Leaders Committee, special meetings may be called by the Chairman.

3. Each chairman shall call at least two committee meetings each year.

 

 

 

C.OFFICERS

 

1. The Officers of this Fellowship shall be an Administrative Chairman, anAdministrative Vice Chairman, a Conference Chairman, a Conference ViceChairman, a Secretary, and a Treasurer, all of whom must be voting members. During the Fellowship's annual business meeting each year, a Conference Chairman Designate shall be elected to serve a term of two years, the first year as ConferenceVice Chairman, and the second year as ConferenceChairman. The Administrative Chairman, theSecretary and the Administrative Vice-Chairman,Treasurer shall be elected in alternate years, each for a term of two years. The elected Officers shall serve as members of the Administrative Committee.

The Field Leaders Committee shall choose their own convener and secretary from within their Committee.

 

 

2.All Officers of the Taiwan Missionary Fellowship shall serve until the close of the conference of the year in which their terms shall expire. Newly elected officers begin their term of service after the close of the conference in which they were elected.

 

 

 

D.SUB-COMMITTEES

The AdministrativeCommittee, and the Field Leaders Committee may appoint other committees to carry out specific projects of the Fellowship.

 


 

VII. RATIFICATION AND AMENDMENT

 

 

A. RATIFICATION:

This Constitution shall become effective upon adoption by the Taiwan Missionary Fellowship at its annual meeting.

 

 

B. AMENDMENT:

The Constitution may be amended by the vote of two thirds of the voting members at the annual conference business meeting.

 

 

C. OFFICIAL DOCUMENT:

The actual legal document governing TMF is the Chinese constitution as approved by the government. This document operates subject to that document.

BY LAWS of the CONSTITUTION

I. MEMBERSHIP (Clarification of Section V in the Constitution)

A. MISSIONARY

The term MISSIONARY for TMF purposes, is interpreted to mean an expatriate, even if self supporting, who qualifies under the definition of membership. In the case of a National married to a Missionary, the National would also be eligible for membership. Membership status in TMF is active as long as the member missionary maintains active participation in the evangelical missionary endeavor on the Taiwan field, is on “home assignment”, intending to return to Taiwan, or is a Member Emeritus. Dues are to be current, with the exception of those on “home assignment”.

 

 

B. MEMBERSHIP

Membership status in TMF is active as long as the member missionary resides in Taiwan and maintains active participation in the evangelical missionary endeavor on the field, or is on furlough, intending to return to Taiwan. Dues are to be current while residing in Taiwan.

 

 

C. ASSOCIATE MEMBERSHIP

Associate membership is for individuals ministering who hold an evangelical Christian faith which for TMF is defined in its Statement of Faith, but whose organization is not a member of TMF. These members will be listed in the directory without their organizations name.

 

 

D. MEMBERSHIP APPLICATIONS

All membership applications shall be screened by the Vice Chairman. Any not generally identified as evangelical shall be referred to an official AdministrativeCommittee meeting for careful consideration. The Administrative Committee shall allow enough time between the presentation of the application and their recommendation to the TMF Field Leaders Committee for the various mission representatives to seek the advice of their Missions. Then these recommendations can be presented to the Annual Conference.

 

 

E. DUES

All members, both voting and non-voting, except those who are on home assignment for one year or more, are expected to pay dues for each fiscal year which begins at the Annual Conference in July.

 


 

II. THE ANNUAL MISSIONARY CONFERENCE

 

 

Sponsoring an Annual Missionary Conference is perhaps the most important function carried out by TMF This Conference, normally held in the summer, shall be planned by the Conference Committee and its sub committees. Its purpose shall be to bring missionaries and their families together from all over Taiwan for a time of fellowship and spiritual uplift. The Administrative Committee shall strive to prepare a program which will fill the spiritual and social needs of both young and old, including high school and college age young people.

 

 

III. DUTIES OF ELECTEDOFFICERS

 

 

A.ADMINISTRATIVE CHAIRMAN

 

 

 The Administrative Chairman shall be responsible to call and preside over meetings of the AdministrativeCommittee. With the approval of the AdministrativeCommittee, he shall appoint and be an ex-officio member of each other committee and all sub-committee.

 

 

 

 

B.ADMINISTRATIVEVICE-CHAIRMAN

 

The AdministrativeVice-Chairman shall assist the AdministrativeChairman and review all applications for membership and present them to the Administrative Committee.

 

 

 

 

 

C.CONFERENCE CHAIRMAN

He shall supervise arrangements for the Annual Conference. He shall represent the Fellowship in correspondence with Conference speakers and others. With approval of the AdministrativeCommittee, he shall be responsible to secure Conference speakers for the next immediate Annual Conference and shall also make contact with prospective speakers for future Annual Conferences.

 

 

D.CONFERENCE VICE-CHAIRMAN

The Conference Vice-Chairman shall assist the Conference Chairman. They should acquaint themselves with the Chairman’s job so that they will be ready to assume that job the following year.

 

 

 

 

E.SECRETARY

 

The Secretary shall be responsible for keeping minutes of the Conference business meetings and of the AdministrativeCommittee meetings. On instructions from the Chairman.

 

 

 

F.TREASURER

 

The Treasurer shall be responsible to see that the Staff collects dues and pays all the bills. He shall see that accurate financial records are kept and see that reports are given to the Administrative Committee and the annual business meeting of the Conference. He shall screen all applications for TMF membership. He shall maintain an up-to-date file of all TMF members that can be easily transferred to a newly elected Treasurer. He shall chair the committee that administrates the Contingency Fund.

 

 

 

G.FIELD LEADERS OFFICERS

 

The Field Leaders Committee shall elect their Convener and Secretary from within their Committee. The Convener shall call their meetings and prepare an agenda for it. The Secretary shall take the minutes and distribute them after the meetings.

 

 


 

 

IV. STAFF RESPONSIBILITIES

 

 

A. A staff person shall serve as the Directory Secretary.

B. The staff needs to work with the ConferenceCommittee to coordinate conference needs.

C. Coordinate Conference registration.

D. Provide mailing service to TMF member Committees and their constituent members upon request. The cost of this service is to be determined by the TMF AdministrativeCommittee on a regular basis.

E. A representative shall attend TMF AdministrativeCommittee meetings as a non-voting staff member.

 

 

 

V. COMMITTEES

 

 

A. The ADMINISTRATIVE COMMITTEE shall be elected from the membership of TMF to serve for two year terms. It shall be responsible for the business of TMF between Conferences. This shall include the oversight of the operation of organization, and reporting to the government. It shall see that there is a Conference Committee to arrange the conference and see that the Missionary Directory is published each year.

 

 

B. THE CONFERENCE COMMITTEE shall be elected from the membership of TMF to serve for one season. It shall be responsible for procuring all speakersand helpers, as well asarranging for the physical needs of the Annual Conference. This shall include assisting in the arrangements for the housing and feeding of those attending the Conference as well as arranging for space to hold meetings and carry on activities. With the approval of the Administrative Committee, it shall determine charges for the summer Conference. It shall prepare announcements and registration materials to be sent out. It shall consult with the Treasurer in arranging to collect fees and dues during the Annual Conference, and in the payment of bills.

 

 

 

VI. AMENDMENT

These By-Laws may be amended by a majority vote of the Administrative Committee of the Taiwan Missionary Fellowship.

 

 

 

NOTE: Recommended Guidelines for AdministrativeCommittee Membership:

1. Be an active member of the Taiwan Missionary Fellowship

2. Have at least two years of experience in Taiwan prior to serving on the AdministrativeCommittee.

3. Attend at least one TMF Summer Conference prior to serving on the AdministrativeCommittee.

4. Attend all AdministrativeCommittee meetings unless an emergency arises necessitating a substitute representative, at which time the TMF Secretary must be informed.

5. Effectively communicate the decisions of the TMF AdministrativeCommittee to your constituency.
